It also buys more time for local stations to continue broadcasting in a format their viewers can see. If the change had taken place in February as originally planned, many of them would see snow when they turned on their screens. Broadcasters are opting to transmit in both analog and digital signals over the next 4 months.
After that the Federal Communications Commission (FCC) will implement the ruling that full-power TV stations cease to broadcast on their analog channels. People that have been depending on analog signal received through an antenna or "rabbit ears" will be forced to buy a set-top converter box if their TV set receiver only has an analog broadcast tuner.
DTV promises to deliver viewers an enhanced audio visual experience with sharper definition picture and sound. They also may opt for multiple programming choices (multi-casting) and interactive capabilities.
Multi-casting technology allows broadcasters to offer more than one program on the same channel with digital technology using the same amount of frequency as analog for a single program. It essentially frees up space on the limited broadcast spectrum that can be used for public safety communications from police and fire departments. The space may also be auctioned to wireless service providers including wireless broadband internet companies.
The National Telecommunications and Information Administration (NTIA) established the Digital-to-Analog Converter Box Program to help consumers with the transition. This allows every U.S. household to obtain up to two coupons, worth $40 each. The estimated cost to purchase the box is $40 to $70. The coupons must be used within 90 days of mailing.
The DTV transition is not expected to affect TV sets that use a cable connection to receive programming. The change applies only to stations that use the public airwaves to transmit programming through a broadcast antenna. Cable companies can continue to offer analog or digital transmission or both.
Subscribers that receive their local stations through satellite will not be affected at all. Satellite television service is a digital service that requires users to have a set-top box connected to their TVs. The only difference may be whether a local station can currently be picked up via the satellite dish, although the majority of them are already received using a dish.
